SUMMARY: Appointed by the Supervisor of Assessments and under the direct supervision & direction of the Supervisor of Assessments and their designee. First point of contact for all matters dealing with the County’s Geographic Information System (GIS) – administers, coordinates, and oversees the County’s GIS efforts as well as work with the County GIS Users to ensure that the GIS needs of various County agencies are being met. Performs maintenance of the GIS database and applications as well as the development and implementation of upgrades to GIS software components. Provides system training and troubleshoots system problems.

 

JOB RELATIONSHIP: Under the direct supervision & direction of the Supervisor of Assessments and their designee.

 

PRIMARY DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned to meet business needs.

  • Recommend and assist in the implementation of policy, procedures, goals and objectives to establish schedules, standards and methods for ensure a quality and geospatially accurate County’s GIS database system.
  • Create digital map products, geospatial data, and geospatial reports for the public, other County departments, and outside agencies.
  • Provide project management and technical support to County staff, and data/application vendors and consultants.
  • Provide training in the County GIS database system. • Provide overall day-to-day management of the County’s GIS production environment.
  • Provide GIS/DBMS IT support including data archiving, data backup, maintenance, security as well as install and configure GIS software.
  • Maintain technical knowledge/proficiency by attending/participating in appropriate educational classes, training and seminars.
  • Use both ArcGIS Online and the County’s server to publish relevant web maps and applications for both public and private consumption.
  • Make presentations.
  • Perform other assigned tasks as required.

 

SUPERVISORY RESPONISIBILITIES: Directly supervise and train GIS Mapping Tech/Website Coordinator. Responsibilities include planning, assigning, and directing workload. Assist with GIS Mapping Tech/Website Coordinator interviews and make recommendations for hiring and discipline.

 

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge and understanding of IT GIS applications and processes including but not limited to: ArcGIS (Desktop. Extensions, Server, Online Organization) and programming languages such as HTML5 and Javascript.
  • Experience with SDE database(s), SQL database management and creating/publishing web applications.
  • Knowledge of the GIS database standards, the geo-coding process and its applications, and knowledge of Coordinate Geometry (COGO).
  • Considerable knowledge of computerized mapping techniques and programs related to local government property tax assessment and collection.
  • Knowledge in multi-agency emergency services and E911 mapping. • Knowledge of and experience in GIS Project Management.
  • Knowledge of the principles of photogrammetry as well as the process of collecting planimetric data via photogrammetric techniques.
  • Ability to understand technical reports (e.g. aero triangulation reports, ground survey control reports, etc.).
  • Knowledge of the GPS applications relating to the local government applications as well as GIS data development and data conversion.
  • Extensive knowledge of geo-reference techniques.
  • Ability to integrate large-scale map data with small-scale map data. • Ability to provide direction and instruction to others, communicating clearly and effectively both verbally and in writing.

 

EDUCATION and /or EXPERIENCE: A four year Bachelor’s Degree from an accredited college in the areas of GIS, Computer Science, Engineering Technology, Geography, or a closely related field and five to seven years of work-related experience in computerized mapping. Equivalent combination of education and experience is acceptable.

 

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals.

 

CERTIFICATES, LICENSES, REGISTRATIONS: As required.

 

REASONING ABILITY: Ability to carry out detailed written or oral instructions and to deal with different situations requiring the use of deduction to solve the problem.

 

LANGUAGE SKILLS: Ability to read and comprehend simple instructions, short correspondence, memos and to verbalize effectively. Ability to write simple correspondence and to effectively present information to co-workers and the general public.
